Many countries have no issue with a person under the age of 18 buying a car. Although, the insurance companies might not make a contract with you if you are under 18, since you are supposed to be legal to drive a car on street. The paperwork might get complicated if a minor wants to take the ownership of the car since you cannot sign the legally binding contract, hence you are supposed to involve a guardian in the process.
